Everyone remembers the first wave of discontent in Belarusian society caused by the authorities’ reaction to the coronavirus pandemic in early 2020. But few people know that it was the Ministry of Emergency Situations that played a key role in ignoring and silencing the problem. The leadership of the Ministry of Emergency Situations looked so hard into the dictator’s mouth at the words:

  • There are no viruses here!

The ministry, whose duty was to respond to such situations, did nothing after analyzing the world situation with the virus and receiving the first confirmed facts of infection in Belarus. According to Article 8 and Article 12 of the law of the Republic of Belarus on protection of the population and territory from natural and man-made emergencies, the Ministry of Emergency Situations was obliged to publicly declare an emergency situation. At first in certain territories and, as the virus spreads, throughout the country. Such a status would allow the EMERCOM leadership to launch a set of measures to prevent and eliminate this emergency.

The head of the agency is certainly not responsible for all the crimes committed. On all high-profile cases, where employees of the Ministry of Emergency Situations expressed their civic position and disagreement with the violence, it was the Minister for Emergency Situations Vladimir Vashchenko who personally ordered the immediate dismissal of employees. But after doing the dirtiest work already in January 2021, he was relieved of his post.
